Bottom Line - definitely can't pay more than the mandated amounts to 1st/2nd year players.

So does that mean Hogan was on minimum wages last year, his 2nd with us?

Yes. You cannot alter the contract in the first two years.

Brayshaw and Petracca both signed extensions last year, their first year.

It's pretty standard practice nowadays.
