First time I've ever heard of anything like that in any kind of sport or business. If he's out of contract he's a free agent to go wherever he wants surely.

Slightly AFL-centric p.o.v. there …. He's not contracted to an AFL club, but it doesn't mean that he hasn't been playing under another contract or set of rules/agreements. Which would appear to be the case here.

He actually did return and injured his ankle on comeback with Casey reserves. Had surgery and then returned to the NT.
