Anyone coming from other parts of the Victoria will need to undergo testing on days one, five and 13, but will not have to isolate once they get their first test result. The 70 kilometre border bubble with Victoria will continue. Plans to lift border restrictions with south eastern Queensland have been cancelled, but testing requirements will be lifted for people coming from Townsville and Birdsville" This adds further weight to the thought teams that flew to Qld today will be playing SA teams (and maybe WA) teams in SEQ in rounds 19-20.

As for quarantine, you only escape it if you're fully vaccinated, and even then, arrivals from some countries still have to do the negative test/quaratine routine. Anyway the real guess is how long is this really going to last ? I am going to say 5 weeks. 1
