I should have been clearer. If the $50m or $35m in exposure benefits are genuine, then the AFL can justify having the finals or GF in Brisbane. If the $50m/$35m is ethereal the AFL can nevertheless use it to justify using the Gabba, should that be its choice. I agree with you, though, that under current circumstances the hard cash offer from WA, if not substantially matched by the Qld Government, would be hugely tempting. However, as the Queensland Government has an election on 31 October 2020, I expect the Qld Premier to make a cash offer that meets or almost meets what the WA Premier is offering to get the GF in Brisbane as a "major event" just before the election.

Have some business connections (in a second hand kind of way) with a few AFL clubs and the word going around them is the Gabba is a certainty.

 

Grand Final date confirmed to be Oct 24 which keeps the WA Optus venue option in play.

There will be a pre finals bye.

October 24 is also only one week before the Queensland State election. I expect the Qld Premier to do everything possible to get the Grand Final to enhance her credentials as a "major event" securer which will be fresh in the voters' memories before they even know what the Qld offered by way of financial and other benefits.

Keep in mind, too, that the Vic Government still has a say in the location through its agreement with the AFL. I wonder whether it might have a preference for one of WA or Qld? It has already been reported that the Vic Government has indicated to the AFL it will not countenance the Grand Final being held in NSW for fear of that State usurping Victoria as the "major events" capital of Australia.

It’s likely now to be the Gabba.

1. The AFL did the right thing instead of jumping in the WA scrooge McDuck swimming pool of coins

I am not sure if some people realise how precarious things are in QLD. The classification of Gold Coast LGA as a hotspot is making things interesting in all kinds of ways. CEs is HHSs and LHDs would be earning their $ right now

of course they could hold it there sans crowd.

Two week isolation still needed to get into WA made it pretty hard for them to get the nod,  hard to see them hosting any of the finals tbh. Im glad as a GF in WA with WC in it would have been hard to watch with such a lopsided crowd. No matter what when at the g there’s always a somewhat even crowd. 
plus , if WC don’t get that home final this comp evens out in a bigger way. The tigers feel a cut above tbh but given everything, IF we make it , I don’t feel a flag is an impossibility.

so a state with public debt of over 100 billion who is subsidised to the tune of 110 % by NSW and Vic has to spend money to pay the AFL to play there and guarantee the spend

Completely agreed.

WA made it very difficult for the AFL initially, while QLD has been more than accommodating (although don't get me started on their premier allowing AFL players and officials into the state, but not granting permission to people who need it for medical reasons.... she is an absolute [censored]).

Besides nobody, and I mean nobody, wants to give WC a leg up.

WA, much like Tassie, has a very big leg up in keeping their state Covid free. They only happen to have the most isolated city in the world. 

So good on them for their work, but if they had the proximity that the other states have to one another, or their population density, their situation would most likely be similar to that of QLD.
