Think of it like your birthday. You don't turn 21 (for example) until the end of your 21st year, or year 21. I was always under the impression that you had to have played a certain number of senior games (50? 100?) before you were given the honour of having your name on your locker. Clubs may have different guidelines about this qualification I guess.
