It's improved out of sight over the last 10 -15 years. Perth itself did have a bad rep for being so boring and rightly so but that's changing. The south-west of the state is awesome over the holiday period and significantly cooler as well. Im a Victorian but get a bit [censored] off by people who don't live here laying the boots into WA. It's the biggest State in the country but layfolk just seem to base what it has on offer from an impression of Perth.
