This is partly because he is more of a natural CHF, always roaming and always leading up to the play. Whereas when deep forward, his run and timing of leads is way more dependent on the midfield delivering the ball deep into the forward line. A FF needs to wait until the ball comes to him, whilst a CHF can go to the ball and get it. Hogan wants to dictate the play, not be dictated by it. Hence why he'd be a better player if he were to play @ CHF.
