re QR scanning, and for those who don't already know you are supposed to use the vic gov services app on your smart phone when you go to app store, DON'T search for "QR code scanning" or similar- you won't find it, but you will find heaps of other third party QR apps. you should search for "Service Victoria". The gov app is not just a QR code app. it is a general services app, where QR scanning is just one of the many services within the app
