North based in Melbourne with commitment to relocation of staff and training facility to Tasmania in seven years or sooner. North to play home based finals in Melbourne/Tasmania on an odd and even year basis.

That criteria is met by around 70% of the adult returnees to Australia but we still insist upon 14 days hotel quarantine.
