It seems pretty clear to me... 1. The priority pick is for teams who have performed very badly 2. According to almost every commentator and 1/2 this board the current team is the worst team in the history of the game If this does not warrant (not deserve - you have to earn something to deserve it!) a priority pick then just scrap them altogether.
