I ranted about this years ago. Players want the ball 30-40 metres out from goal and yet they start about 25 metres out from goal and give themselves no space to lead into.

Playing on quickly is the right thing to do when there is someone ahead to play on quickly to and the player with the ball isn't about to get tackled. Holding the ball up is the right thing to do when there is no options forward of the ball. There is no one best way to play, there's only choosing the best option for the circumstance. Someone wrote about this back in 2013.
