It could be that they don't include people who have requested that they not be tracked. Computers don't usually make mistakes like this. If there's one thing they're good at, it's counting stuff.

Anyone who has an hour and a half spare, I highly recommend you listen to (at least) the last Breaking Bad podcast. It's basically a huge monologue by the show's creator.
