Yep, great way to look at it. On the surface it doesn't seem "fair" but you have to give something to get something. Throw in pick 4 & a good result at pick 20 with that scenario and ill sleep well at night.

It doesn't trump it if GWS have a certain player in mind that they risk losing between pick 2 and 5.
