the nvidia shield is (currently) regarded as the rolls royce for streaming, includes 4k support and hdr. can get one for about $200

chromecast does have wifi you can stream via a phone/tablet or it could be a PC/laptop using the google app, so clint could just instal the google streaming app on his pc and he should be ok
