Why can't AFL clubs have a general manager?

In North America all the major sports clubs have one guy that choose coaches, draft players and do the trading, why AFL clubs don't give this position to a one guy let them take the control of these stuff. I know that VFL have general managers but why not in AFL?

    Those people have huge staffs that do the work for them.

    They just do the deals, and they are very similar to our CEOs in AFL.

    His name is Cameron Schwab. MFC Chief Executive Officer who would do a lot of delegating on the jobs you raise.

    Just a different title mate, very similiar position.
