The problem with IP Addresses is that they can be masked to hide your true location. I guess the company's supplying the masks can provide authorities with the persons real IP Address but then there are some companies that claim they don't keep a log of IPs or are out of the jurisdiction of local authorities. @Smokey might be able to explain it better from a technical point of view.
