That was never the rule. The rule always is to attempt to get rid of the ball. If they paid every incorrect disposal when a play is attempting to dispose of the ball there would be far more free kicks paid and players would have less incentive to go and get the ball. The current rule is fine, it's just the umpires have often been wrong in how they adjudicate.
