  21. we agree iva, but like it or not we are still a federation of states. it should be quite obvious the way covid has largely been managed by the states and quite differently too. afp only have jurisdiction over federal law. it's not the fault of either the states or the feds, it's just the way it is. of course that doesn't preclude cooperation or finding solutions and i'm sure some are working on it, but its not just a matter of a quick phone call.
