This is how I'd do it. Move the pre finals bye to before grand final (this should happen anyway ffs) Use the pre grand final bye weekend to have state of origin with players from the other 16 clubs. Rank the states and then have them play 1v2, 3v4, 5v6, 7v8 So might be, victoria v SA, wa v qld, tassie v nsw, nt vs act, For example. Higher ranked club hosts. Then, if you win your game you get to play in the "higher" game the next year. Or host. So if SA beat Victoria in the above scenario, they'd host the winner of WA v qld the next year in the 1v2 game. Victoria would get bumped to 3rd but would host the winner of tassie v nsw in the 3v4 game. For example. So it would be a continuous competition over the years.
