Apparently it isn't true, the article has corrected that. It's not just available for Telstra customers.

It's still annoying that you can't play it on a PC/gaming console though like virtually every other sport

Foxtel Play carries it live on on PS3, and on my laptop, as does Foxtel Go.

I'm talking about the telstra service that is limited to phone/tablet. Which is a service where you actually pay for AFL games, unlike Foxtel where you have to choose packages and pay $50 a month for a ton of stuff

Yes. Foxtel has made high definition coverage available to subscribers for a number of seasons and now the Seven Network has joined the party.

Network chairman Kerry Stokes said HD would be introduced "certainly" from the start of 2017, with a slight possibility it may start next season.

Is that for all games or just Friday nights? His answer to that question was pretty equivocal in my mind...

 

legislation needs to change for it to be possible i believe.

turnball has already put it through to be passed before the afl and nrl grand finals so that they can be broadcast in hd, but it's unlikely to happen by the first week of october.
