It is the net cumulative effect on your list. Designed by the AFL to assist lower finishing sides if they were to lose players.

 

Moloney goes, and we get no other free agents, what do we expect to receive? To me a pick after our second round pick would be a win for the club, on the trade market we wouldn't get pick 23-25 for Moloney, but free agency we might.
