it's not a murder.

After looking at it for a while I thought the "blood' was probably water. Googled a little more and found this description. Suits perfectly

Blow the picture up more and its two people and a black dog. The one is standing back to the rail, the other is crouched at an angle trying to remove what is probably a tennis ball or frisbee from a black labs mouth. The "blood" stain is water, it forks at the end of the walkway due to different paths made by the dog. It is excessive at the end due to the dog shaking it off each time. Murder ain't the case, There's only 5 liters of blood in a body, that would have to be about all of it to make that big a stain. I think its horrible that people assume murder around every corner and are so quick to judge. That's a worse trait of society than the few murders that do occur.

You can also see the mud pooling in the water to the right of the jetty where the dog is diving in and out fetching the ball or whatever
